Judge Tim Riley has ruled in favor of the City of Guntersville in citizen Joel Kennamer's lawsuit concerning the City Harbor. 

Kennamer had sued Mayor Leigh Dollar and the other members of the City Council for the lease of the Guntersville City Harbor to Lakeside Investments LLC without agreement from a majority of voters. The lawsuit argued that the Council is believed to have entered into a lease agreement with the company, and argued that since the land had been used for public recreational activities in the past, the Council was required to seek approval from a majority of electors beforehand and did not. Judge Riley ruled that the lease was valid and legal. He also ruled against Kennamer seeking a temporary restraining order to halt construction at the harbor. 

Kennamer and his attorney, Josh Sullivan of Gadsden, are consulting about a possible appeal.
